Community Development Programme (CDP)


About CDP:

The CDP is a DFID supported Non-State Led Service Delivery Component of the Nepal Local Governance and Community Development Programme (LGCDP) under the Ministry of Federal Affairs and Local Development (MoFALD). The CDP is expected to strengthen local governance for providing direct service delivery to deprived communities in 18 districts, 9 of which are Terai districts and 9 remote districts of the Mid and Far-West Development Regions of Nepal. In the Mid and Far West Development Regions, CDP is covering the following Districts: Jumla, Humla, Mugu, Dolpa, Kalikot, Bajhang, Bajura, Achham and Jajarkot. In the Central and Eastern Terai regions, CDP is working in Parsa, Bara, Rautahat, Sarlahi, Mahottari, Dhanusa, Siraha, Saptari and Sunsari districts.

The CDP is being implemented by RRN in a consortium arrangement with UN’s World Food Programme (UNWFP) and Oxford Policy Management (OPM) incorporated in UK. RRN is one of the largest, leading Nepali non-government organizations (NGO) working in the areas of development and policy advocacy.

RRN is looking for competent candidates to be filled in the following vacant positions under Community Development Programme (CDP):


1. Human Resource and Procurement Specialist

Reports to: Administration Manager, CDP
Core Competencies:
1.1 Able to orient and train on HR and organizational development to the senior and mid-level staff,
1.2 Able to outline HR strategy in calculating the best case scenario and worst case scenario of funding
1.3 Able to streamline grades and steps in more appropriately in terms of required roles and
responsibilities taking some references of some likeminded agencies,
1.4 Developing people friendly performance evaluation system and process and inducting to the staff,
1.5 Developing HR compliance framework and enforcing it,
1.6 Understanding HR issues and addressing them according to the established HR principles, policies and standard practices.

2. Result Based Monitoring and Evaluation Specialist

Reports to: Programme Manager, CDP

Core Competencies:
2.1 Able to designing and developing a broader M&E framework, and its principles and practices,
2.2 Able to orient and induct the people on the designed framework working in the fields
2.3 In-building of M&E framework in the programs/ projects,
2.4 Able to develop a comprehensive reporting framework of M&E and its applicability in all programmes/projects,
2.5 Information management (data management) correlating the information with several variables such as
education, income, age, gender etc.
2.6 Able to write and produce an analytical report in the organization summarizing all projects/programmes
2.7 Information or data Bank development in categorization and classification as required,
2.8 Able to write periodic reports(monthly, trimester, annual) on time,
2.9 Understanding Management Information System (MIS) and having good operating knowledge of an MIS
2.10 Processing and analytical knowledge of the data obtained from MIS
2.11 Able to develop a compliance with accountability framework of the programs and projects
2.12 Knowledge of policy and advocacy, its M&E system
2.13 Able to work with minimum supervision and able to coordinate with field programs

3. Knowledge Management Specialist

Reports to: Programme Manager, CDP

Core Competencies:
3.1 Able to develop and initiate (a) a creative communication and information strategy and (b) developing a communication policy in the organization,
3.2 Publishing quarterly bulletins extracting the information from M&E report
3.3 Able to develop organizational communique and interface press and media on the organization behalf,
3.4 Preparing press release as directed by the team leader and Executive Director for public audiences
3.5 Able to develop print and visual documents and photo glary in the organization,
3.6 Developing best practices and learning of the organization and sharing
3.7 Able to develop situational report,
3.8 Developing organization websites and profiling organization through various social media
3.9 Able to work minimum supervision with creative ideas and thoughts

Eligibility Criteria
1. Minimum Bachelor’s Degree in the relevant discipline, Masters are preferred
2. At least 3 years of relevant working experience, in I/NGOs is preferred

Duty Station: RRN/CDP, PMU, Katmandu
Duration of Assignment: Initially six months with possibility of extension
