RURAL RECONSTRUCTION NEPAL (RRN)

RRN is a Nepali non-government, not-for-profit, human rights and social development organisation. By subscribing to the basic principles of the International Rural Reconstruction Movement, it was officially registered in 1993 as RRN. It substantially contributes to rural people’s empowerment and the socio-economic reconstruction process by embracing the rights-based approach to development. RRN also extensively engages in pro-poor policy advocacy, lobbying, and social campaigns at local, national, and international levels to protect and promote human rights and social justice

Project Background

The Project titled “Empowered Citizens are Promoting Food and Nutrition Governance in Three Municipalities in Kapilvastu District” (WE project) is funded by BMZ/ Welthungerhilfe (WHH). It is being implemented jointly by Rural Reconstruction Nepal (RRN) and Kapilvastu Integrated Development Services (KIDS) in Kapilvastu, Maharajgunj, and Buddhabhumi municipalities of Kapilvastu district, Lumbini province, Nepal. The project envisions supporting marginalized communities in effectively claiming their rights to economic inclusion and access to sufficient food. Empowering women is one of the goals of the project, as it often contributes directly to improving the nutritional situation of household members, as they use available resources more rationally and for the benefit of all family members.

Project’s Objective

Civil society organizations and members of marginalized groups in the three target communities are working closely with the relevant authorities at the local and provincial levels, using effective strategies to claim their right to food

Project’s Output

  1. Local governments in the 3 target municipalities are empowered to implement effective food security and livelihood strategies.

  2. Civil society organizations in the three target communities are empowered to effectively advocate for the right to food at the local and provincial levels.

  3. Women’s capacities to improve their income and nutritional situation are strengthened, and their participation in decision-making processes is improved.

Objectives of the Task

To invite proposals from eligible and qualified training institutions/providers to conduct quality skill training and on-the-job training targeting 150 women, as per the CTEVT approved

professional curricula to enhance their technical skills to enable them to be employed or initiate their own businesses/microenterprises.

Scope of Services

The selected institution(s)/provider(s) will be responsible for:

  1. Designing and delivering CTEVT curriculum-based vocational and skill development training sectors and some localized customization with prior consent, below identified by the Training Needs Assessment conducted by WE Project. The duration of each training should not exceed more than 90 days.

  1. Skill test facilitation:

  • Enrolling the participants in the authentic skill test program recognized by CTEVT/NSTB

  • Providing on-the-job training/apprenticeship opportunities in partnership with local enterprises or production units.

  • Conducting pre- and post-training assessments and submitting progress and final training reports.

  • Supporting trainees in linkages with markets, cooperatives, or relevant government programs

Training Location

The training program will be conducted within the geographical area of three municipalities.

Physical Infrastructure and Facilities Requirements

The training institutions/providers must have adequate physical infrastructures and facilities to conduct the training, such as adequate tools, equipment, training materials, and safety equipment/provisions, and insurance as per the requirements of the training. following the CTEVT-based curriculum.

Eligibility Criteria

Interested institutions/providers must meet the following minimum requirements:

  • More than 2 years’ registration and affiliated with CTEVT to conduct vocational training mentioned in the ToR.

  • Experience in conducting on-the-job/apprenticeship-based models will be an advantage.

  • Qualified and experienced trainers to facilitate the training

  • All the team members should have proven experience in vocational training. A detailed CV of the team members, including academic qualifications, training facilitation, and work experience, is required to submit along with the proposal

Budget

The training institute shall submit a financial proposal (detailed breakdown) with a total budget of the overall training cost (excluding participants’ travel and DSA), including all applicable taxes. The training institute shall bear all tariffs, duties, trainer costs (lodging, food, travel, fees, communication), training venue rent, training materials cost, stationery, training institute’s monitoring cost, during the execution of the work.

Key Deliverables

The following deliverables are expected:

  • Delivery of one or more of the above-mentioned skill-based training

  • Inception report with process, contents, and report outlines of each training

  • CTEVT certificate after the completion of standardized training (if relevant)

  • Provide mentoring and support for employability as needed or for the enterprise’s establishment

  • Provide Handouts/Training Materials (which can be the reference/reading materials for the training participants and used for the future)

  • Separate the final Report of each training session

Implementation Plan

The training will be conducted on a non-residential basis as the participants (all women) will be from the Buddhabhumi, Kapilvastu, and Maharagunj Municipalities of Kapilvastu district. The training institute shall conduct the training at Taulihawa, Gorusinghe, or Maharajgunj. The training institute needs to manage essential basic equipment/instruments and necessary set-up requirements as per the need for training.

Evaluation Criteria

Proposals will be evaluated based on:

  • Relevant experience and expertise (30%)

  • Quality and relevance of the technical components (30%)

  • Financial components (20%)

  • Inclusivity, innovation, and sustainability elements (20%)

The following documents must be submitted along with the proposal template:

  • Cover letter (in letterhead)

  • Affiliation certificate of CTEVT

  • Institutional Profile and documented experience in conducting similar training, apprenticeship, skill testing, and job placements.

  • CVs of Trainers (lead trainers and co-trainers), including their qualifications, certifications, and relevant experience

  • Company/institute registration certificate, VAT registration, tax clearance certificates, and any accreditation certificates

Deadline and Submission Process

The interested and qualified Institutions/Training Providers must submit a sealed proposal (hard copy) for one or more of the above-mentioned sectors in the prescribed proposal template available on the RRN Website (www.rrn.org.np) as per the TOR to the RRN central office,  Gairidhara, Kathmandu, or RRN field office, Taulihawa, on or before 5.00 pm local time on November 16, 2025. Documents received after this deadline shall not be accepted.

Additional Information

  • Prior experience in the proposed area would add value.

  • Ability of trainers to speak the local language (Awadhi) is a must, and women trainers will be given priority.

  • Only shortlisted institutions may be contacted for further discussion.

  • RRN reserves the right to accept or reject any or all proposals without assigning any reason.

  • Priority may be given to local registered training institutes or those registered in neighboring districts.
