Project Summary
The N-19 Nepal (Response – Jajarkot Earthquake) was an emergency support project for the earthquake affected people of the Jajarkot and West Rukum districts. Two municipalities (Aathbiskot and Nalgad) were selected based on the District Resilience Committee’s (DDMC) decision. This project was an early response short–term project of 60 days. Altogether, 1357 HHs benefitted from the emergency response project.
Approach
- CVA for Shelter: The most vulnerable displaced households with fully damaged homes will receive the QR based digital commodity voucher assistance for shelter package. This voucher can be redeemed for transitional shelter materials that will be made available through local vendors on a package basis based on the needs and suitability. These materials are not intended as a full shelter reconstruction kit but to meet immediate habitation needs during transition period. 300 households will receive these vouchers worth NPR 30,000.
- CVA for Minimum Expenditure Basket: 650 households will receive electronic value vouchers worth NPR 13,500, using an e-commerce approach. These vouchers can be redeemed by placing orders through mobile applications carried by social mobilizers, who will reach the affected areas. Of the total value, 40% will be allocated to essential food items such as rice, flour, lentils, grains, oil, salt, sugar, and the like, while the remaining 60% will be allocated for winterization items, including dignity kits, warm clothing and blankets.
- CVA for Nutritional Food Package: Among the recipients of the MEB value vouchers, 130 households comprising pregnant and lactating women, along with children under the age of 5 years, will receive an additional NPR 5,400 worth of nutritional food packages via commodity voucher mechanism to address their specific nutritional needs.
- Cash for Work: The response will implement a cash-for-work program aimed at the construction, rehabilitation, and restoration of community assets, which include trails and the swift repair of damaged water supply structures, encompassing both drinking water and productive water sources affected by the earthquake. 200 households affected by the disaster will actively engage in these initiatives, receiving compensation of NPR 8,000 for their ten days of work at a daily wage rate of NPR 800. Each cash-for-work scheme will be overseen by a dedicated supervisor who will offer on-site technical support. To ensure the success of the projects, the response will also allocate an engineer responsible for conducting technical assessments, designing, and developing Bill of Quantity (BoQ) documents. The necessary construction materials, tools, equipment, and labor insurance will be made available through the project’s provisions. Cash for work’s milestone and attendance will be managed via Laligurans system and settlements will be done through bank transfers; agent network or cash in envelope, whichever feasible.
- Nutrition:
Apart from CVA for nutritional food package, the project will also perform other activities that are in line with the existing protocols of Nepal Government in response to nutrition during an emergency which works on the five building blocks;
1. Promotion, protection and support for breast feeding;
2. Promotion, protection and support complementary feeding;
3. Prevention and treatment of moderate acute malnutrition through Blanket and targeted Supplementary Feeding Programme (BSFP);
4. Management of Severe Acute Malnutrition (SAM) through Therapeutic Feeding Programme (TFP);
5. Micronutrient for children and women (Vitamin A and MNP for children age 6-59 months, Deworming to children age 12-59 months, IFA for pregnant and postnatal mother)
Objective
- The project will mainly work with earthquake victims whose houses were fully damaged and partially damaged and provide support through shelter, nonfood items and food items.
- Accordingly, it will work with local DRM authorities and stakeholders including District and Local Emergency Operating Centres (DEOCs & LEOCs) to set out actions to combat the earthquake.
- The support will mainly cover the sectors a. Shelter and NFI, and b. Food Security and Livelihoods.
- The shelter includes temporary shelter construction for fully damaged households and NFIs mainly include blankets, mattresses, warm clothes, hygiene kits and dignity kits for families and individuals (both adult and children).
- The food security and livelihoods cover distribution of survival food packages through vouchers to support poor and daily wage earner families who may have difficulty finding work during the crisis.
- Gender specific requirements are considered in designing the set of commodities and top up nutrition supplement for pregnant and lactating women and children under 5.
- The project will provide psycho-social counselling training to families who lost their family members and the injured.
- In addition, the project will also sensitize staff and communities on specific protection issues and disseminate earthquake preparedness messages through social mobilizers and using digital media.
- The project will focus on enhancing the supply chain between regional markets and local market participants through the utilization of a successful e-commerce approach previously deployed in the remote regions of Karnali province.
- It will also employ a market mapping information system to manage data about communities and their respective markets, including price information and capacity details, to support well-informed decision-making.
- The Laligurans system will be employed for registrations, data management, and digital delivery processes.
- Recognizing that the earthquake has not only impacted households but also disrupted markets and market actors, the project will actively contribute to restoring market systems, facilitating the revival of the local economy.
- The application of digital approaches to CVA, based on past evidence, has proven to enhance transparency, provide real-time monitoring capabilities for prompt interventions, and improve operational efficiency, leading to cost savings of at least 30% compared to in-kind and manual based distributions, allowing the project to reach higher number of aid recipients.
Expected Results
- Altogether 3,000 individuals from 8 local governments of 2 targeted districts will be safe from earthquakes, shocks and stress caused by them.
- Hunger or starvation cases will be minimized/eliminated among the populations targeted by the earthquake response.
- 210,368 individuals will be reached through risk communication.
