Rasuwa–Bhotekoshi Flood: Situation Summary

What Happened 

The headline development is NDRRMA’s first Rapid Damage and Needs Assessment (RDNA):  total disaster effects are estimated at NPR 40,828.91 crore (~USD 2,695.3 million), and total  recovery needs at NPR 72,331.52 crore (~USD 4,775.0 million). Infrastructure is the worst-hit sector  on both measures, and within it, hydropower and energy alone account for NPR 15,104.45 crore in  damage and NPR 39,062.30 crore of the recovery need — more than half the national total. Missing persons held completely flat today — the raw components and the total (5,130) are identical  to yesterday, the first fully static day in this series. Bodies recovered rose to 1,386 (+9), mostly in  Rasuwa. DNA identification work now has concrete numbers for the first time: 1,286 samples from  remains and 1,751 from relatives.  

Headline Figures

Rapid Damage and Needs Assessment (RDNA) 

• Hydropower and energy alone: NPR 15,104.45 crore damage, NPR 39,062.30 crore recovery need  — named as the single most affected sub-sector.  
• Human impact: 32,936 people affected, 8,317 households, 7,570 private houses — the last figure is  identical to the preliminary count first given on 4 September and has now held for a week.  • Physical counts largely match the 4 September preliminary assessment: 18 schools, 7 health  institutions and 48 public buildings damaged are all unchanged; 37 motorable and 68 suspension  bridges are also unchanged. Road damage has risen from 55 km to 69 km. New categories not  previously quantified: 13 hydropower plants, 443 km of pipeline, 17 banks and 4,800 commercial  establishments affected, 1,806 ha of crop area and 697.05 ha of land at risk if irrigation is lost, and  livelihood impact estimated at 96.22 per cent in the worst-hit areas.  
• Most affected municipality: Bidur, Nuwakot (53 per cent of the affected population), followed by  Gosaikunda, Rasuwa (18 per cent), Benighat Rorang, Dhading (18 per cent) and Kispang, Nuwakot  (11 per cent).  
• An “early recovery” figure of NPR 8.73 billion (~87.3 crore) is given separately from the full  recovery need — a small first tranche against the NPR 72,331.52 crore total, not a revision of it.  

Casualties and Missing 

Missing persons: total 5,130, unchanged in every component from yesterday (Nuwakot 1,787,  Rasuwa 2,860, foreign nationals 587, less 104 identified bodies). DNA identification: 1,286 samples  collected from remains, 1,751 from relatives — the first quantified figures for this work stream.  

Injured and Health 

• 35 Emergency Medical Teams (151 personnel) deployed; 7,323 people treated to date, including  153 in the last 24 hours — the report now frames daily figures on a rolling 24-hour basis, clearer  than the mixed cumulative framing used earlier in the series. 
• 447 people in holding centres received health services in the last 24 hours.  
• Psychosocial counselling: 10,532 people cumulatively, +632 in the last 24 hours (Health Sector  figure). Separately, the Women/Children sector reports 5,578 people receiving PFA and counselling,  and the dashboard credits Nepal Police with counselling 45,238 people through 166 community awareness programmes. These three figures use different methodologies and should not be summed  

— this is now the fourth distinct psychosocial-reach figure in circulation this series.  • New: 156 persons with disabilities have been affected — 79 displaced, 16 missing or unreachable,  7 confirmed deaths — the first disability-specific breakdown reported.  

Search and Rescue at Hydropower Sites 

• Rasuwagadhi: 5 Nepal + 4 Australian personnel searching continuously, restated from 10  September.  
• Rasuwa Bhotekoshi Hydroelectric Project: now a standing entry in the site table (“ongoing”),  confirming this is being tracked as a distinct site rather than a one-off mention.  • Chilime: no findings; team size is given two different ways in the same report — 37 Nepal Army /  20 Indian Army (including NDRF) in the site table, but 30 Nepal Army / 34 Indian personnel in a  separate bullet. Not reconciled.  
• Upper Trishuli-1 (Audit-3): ongoing; Australian personnel are given as 9 in the site table and 6 in a  separate bullet. Also not reconciled.  
• Trishuli 3-A: 54 Nepal Army, 11 Police, 10 APF and project representatives; no findings.  • Trishuli 3-B: the 10-by-11-metre pit and the roughly 4-foot beam/pillar with bricks, both first  reported 9–10 September, are restated; excavation continues.  
• The Chinese team (9 personnel) is now explicitly on standby in Trishuli; the UAE team has  redeployed to Devighat (thermal drone and rescue radar), having stood down from Mailung on 10  September.  

Roads, Electricity, Communications and WASH 

• Fisling–Benighat alternative route: work has now genuinely started, an advance on “about to start”,  which had been unchanged for six days.  
• Kolphu Bridge: one-lane traffic resumed after minor repairs. Bidur–Betrawati: 9.2 of 10 km clear,  essentially unchanged. Krishnabhir remains fully obstructed; yesterday’s stated target of reopening  within the month of Bhadra is not repeated today.  
• Electricity: power is described as restored across Dhading and Nuwakot except pockets of  Betrawati; Rasuwa now at approximately 80 per cent, up from 78 per cent. A technical assessment  team has been formed to study rehabilitating the Devighat Substation, and cleaning is underway at  the Jahare Substation, Dhading, to resolve a low-voltage issue.  
• Fuel (Nuwakot): diesel 45,000 L, petrol 23,000 L, aviation fuel 13,000 L — a single, internally  consistent figure this round, unlike the conflicting dashboard/narrative fuel figures on 10 September.  • Communications: Nepal Telecom 117/120 and Ncell 76/78 unchanged; 30 satellite phones and 29  

satellite internet terminals remain deployed via NDRRMA and the Nuwakot/Rasuwa DAOs.  • WASH: 9,500 m of pipe distributed in Nuwakot for the Central Jail, Bidur Water Users’  Association, Kalikhola and Belkotgadhi schemes; 90 households restored in Baireni Bazaar,  Dhading, via an alternative source; a 350-person water shortage at the Galchhi-6 Military Brigade  HQ has been resolved.  

Food Security, Relief and Shelter 

• 75.226 metric tonnes of food (rice, lentils, oil, salt) distributed to 2,084 households across Rasuwa,  Nuwakot and Dhading; 20.32 tonnes delivered by helicopter to remote Rasuwa settlements (Bridhim,  Lingling, Kanjim), with 205 of the target households completed so far. 
• Cash relief (NPR 160 million total, unchanged since 3 September) is not restated in today’s  Highlights, but no change has been reported either.  
• The “Resettlement and Shelter Management Action Plan 2026” continues in formulation, with  DUDBC preparing prototype transitional-shelter designs — unchanged in status from prior rounds.  Ongoing Risk and Information Gaps 
• Lhende Khola dammed lake: not mentioned for a twelfth consecutive report.  • New this round: the Cyber Bureau reports 173 social media posts containing misleading  information about the disaster, of which 83 have been removed — the first disinformation monitoring figure in this series.  
• Security personnel deployed, given in every prior dashboard, is absent from today’s report.  • Holding-centre and SAR team-size figures each contain unresolved internal conflicts this round  (see above); neither should be treated as fully settled without confirmation from NDRRMA.
