| PRELIMINARY NOTE
Headline figures below are drawn from NDRRMA Situation Report #17 (19:00 NPT, 18 September 2026), cross-checked against NDRRMA Situation Report #16 (19:00 NPT, 17 September 2026) for day-on-day change. Figures remain provisional and subject to NDRRMA reconciliation. |
1 HIGHLIGHTS
- Search and rescue has formally concluded at two more hydropower sites. Following site inspections, the Rasuwa District Security Committee and project management determined that further SAR is not currently required at either Langtang or Chilime. Both now shift to debris removal and site security.
- The largest single recovery of the response so far occurred at Upper Trishuli-1. Thirteen bodies were recovered from Adit 3 at Hakubesi, six initially using grinders, a gas cutter and rotary rescue saws, with seven more following. Recovery continues where roughly 20 suspected bodies had earlier been reported beneath mud.
- The death toll is unchanged despite these recoveries. Total deaths (1,410) are identical to yesterday down to the district breakdown and the female/male/remains split, the same processing-lag pattern seen earlier in the response. Today’s total should not be read as reflecting the 13 new bodies.
- Search and rescue teams from India and China have returned to Kathmandu, another sign the district-wide operation is winding down even as work continues intensively at Upper Trishuli-1.
- Yesterday’s missing-persons discrepancy has resolved. The chart now reconciles with the stated total for the first time in three reports. See Section 6.
- Two-way traffic is holding at Krishnabhir since 06:00 on 17 September, and hard-rock blasting has begun at Shital Bazaar.
- Holding-centre numbers dropped sharply: 963 people across 23 centres, down from 1,743 across 27 centres yesterday.
- RRN’s Dhunche warehouse will be restocked on Saturday morning, ahead of weekend distributions. See Section 12, RRN Field Response.
2 SITUATION OVERVIEW
Today’s report marks a formal narrowing of the active search footprint: Langtang and Chilime have both been stood down following site inspections, while Upper Trishuli-1 has produced the largest single recovery of the entire response. The death toll hasn’t yet caught up with that recovery, a familiar lag in this data. Elsewhere, the missing-persons chart that failed to reconcile over the previous two reports has been corrected, and holding-centre numbers continue their steep decline as families transition out of shelters.

4 SEARCH AND RESCUE AT HYDROPOWER SITES
- Rasuwagadhi (120MW): Unchanged. Heavy equipment still can’t reach the site given the terrain.
- Langtang (20MW): Manual clearance reached 170m with 30m remaining, nothing found. Following a joint site inspection by the District Security Committee and the project’s Managing Director, SAR has been concluded here; the project company will handle debris removal at the powerhouse, with security personnel remaining for site protection.
- Chilime (22MW): Debris cleared from 80m of the tunnel, water pumping ongoing. Following inspection, SAR has also been concluded here.
- Upper Trishuli-1 (216MW): Thirteen bodies recovered from Adit 3 (see Highlights). The Adit 3 to Adit 1 passage has been cleared for 1,200m. A five-member Nepal Army team searched 200m inside Adit 1 and found nothing. A Nepal Army aircraft transported an excavator body to the site, and a Korean team conducted drone reconnaissance over the residential and office areas. Additional personnel are being deployed to continue searching where the ~20 suspected bodies were earlier reported.
- Trishuli 3A (60MW): No findings in the tunnel or powerhouse. Rainfall deposited roughly four feet of soil and debris at the tunnel entrance; reopening work continues.
- Trishuli 3B (37MW): Unchanged. Office building foundation exposed two metres below river level; residential structures A1, A2, B1, B2 and D still not located.
5 ACCESS, INFRASTRUCTURE AND ALTERNATIVE ROUTES
- Krishnabhir: Two-way traffic has held since 06:00 on 17 September. Traffic at Jyamireghat–Chaukibhir resumed the morning of 18 September after an evening interruption. Hard-rock blasting is now underway at Shital Bazaar (still one lane) following completed procedures and a Nepal Army support request.
- Galchhi–Devighat–Dhunge–Trishuli: All three sections clear. New this round: roughly 100m of road washed away at Ratamate has reopened, and 2–3m deposits have been cleared at Thulokhola, restoring the Galchhi-to-Devighat corridor through to Battar, Bidur, Trishuli and Gerkhu.
- Bidur–Betrawati: Still 9.2 of 10km clear. New detail on the Bhainse–Betrawati stretch specifically: ~2.5km of track opened and being widened to six metres, with roughly 300m of rock-cutting remaining between Uttargaya School and Betrawati Bridge. The Betrawati Bailey bridge design is complete and foundation works have begun; components for a Betrawati Acrow bridge were loaded at the Nepal Army’s No. 28 Brigade in Bara on 18 September for transport in coordination with the Department of Roads.
- Suspension bridges: Unchanged, 5 of 20 under repair, 15 in procurement, all targeted for completion within Asoj.
6 MISSING-PERSONS DATA: DISCREPANCY RESOLVED
The last two reports showed a missing-persons chart that didn’t sum to the stated total, off by over a thousand people. Today’s chart is internally consistent again: the district breakdown (Nuwakot 796 local + 1,677 from other districts; Rasuwa 1,220 local + 1,836 from other districts; foreign nationals 636) sums to 6,165, and subtracting the 110 identified bodies noted in the report gives exactly 6,055, matching the stated total.
That said, the individual district figures have shifted meaningfully from prior reports (Nuwakot’s local-resident count rose from 651 to 796, Rasuwa’s fell from 1,393 to 1,220) without explanation, and foreign nationals rose from 587 to 636, a jump of 49 that may finally incorporate a stray “49” figure that appeared unexplained in the 15 September dashboard. Worth treating this as a genuine data reconciliation rather than a real one-day shift in who’s missing.
7 EDUCATION SECTOR
- Temporary learning centres rose from 29 to 35.
- Student learning-kit distribution jumped sharply, from 1,043 to 2,359, now including private-school students.
- Cleaning and disinfection newly covers Ranabhuvaneshwari Secondary School and 13 classrooms at Sulakshana Secondary School, alongside the previously reported Bhairum Secondary and Trishuli Basic School.
- Psychosocial support remains flat at 159 children at Success Academy in Galchhi, with support teams still mobilised across 31 schools and focal teachers in 16.
8 HEALTH SECTOR
- Hospital treatment: Completely unchanged (344/290/18/32/4), the first fully flat day here. Of the 18 still under treatment: 8 at TUTH, 3 at National Trauma Center, 3 at Paropakar Maternity and Women’s Hospital, 2 at Patan Academy of Health Sciences, 1 at Shree Birendra Hospital, 1 at B&B Hospital.
- Holding-centre health services: Reported as covering 27 centres today, more than the 23 holding centres the same report lists elsewhere. This likely reflects service coverage lagging behind recent centre closures rather than a real discrepancy, but it’s worth flagging rather than treating as reconciled.
- Mental health and psychosocial support: Rose to 11,251 cumulative services (+483).
- Disease surveillance: 10 cases in the last 24 hours (6 fever with cough, 3 fever, 1 acute gastroenteritis), a real uptick from the 1–3 cases seen on recent days. Preparations for influenza rapid testing are underway.
- New this round: 160 persons with disabilities identified in flood-affected areas, 220+ assistive devices distributed, a disability help desk established, and 53 people flagged as urgently needing accessible temporary accommodation and WASH services.
- Forensic services: Remain at 4 teams/12 personnel active, with a new cumulative figure disclosed: 33 teams and 53 personnel have rotated through the deployment overall.
9 WASH (NEW STANDALONE SECTION)
- Drinking water has resumed for roughly 200 households (550+ people) at Baireni Bazaar, Galchhi-6, using 1,700m+ of newly laid HDPE pipe.
- Three water tankers (two 6,000L, one 9,000L) continue emergency deliveries.
- Water-quality testing has begun at holding centres and source-to-tap in Nuwakot and Chitwan.
- JICA has supplied three additional 100kVA voltage stabilizers for Bidur’s water system.
- Water supply has also been arranged for two schools in Siddhalek, Dhading, serving roughly 650 students combined.
10 GOVERNMENT COORDINATION
The central Command Post and district command posts in Rasuwa, Nuwakot and Dhading discussed several new and sensitive items: death registration requests from families of missing people, arrangements for affected children, requests to excavate buried houses, and the need for clarity on residential and public infrastructure construction rules in flood-affected areas.
The Command Post has recommended that the Ministry of Home Affairs authorise comparing digitised fingerprints from recovered bodies against records held by the Election Commission, the Department of National ID and Civil Registration, the Department of Passports, the Department of Immigration, and vehicle/transport offices, a cross-agency identification effort not previously mentioned in this series.
11 NOTABLE CHANGES AND INFORMATION GAPS
- The 13-body recovery at Upper Trishuli-1 is not yet reflected in the death toll; expect a jump once processing catches up.
- Food security figures (128.45 MT, 3,584 households, 700 emergency-assistance households) are identical to several days ago and may not have been refreshed for this report.
- The holding-centre count dropped sharply (27 → 23, 1,743 → 963 people) in a single day, a plausible outcome of the shelter-transition push described in yesterday’s temporary-accommodation survey, but the report doesn’t explain the mechanism directly.
- Gas cylinder figures on the dashboard (502) remain unchanged for over a week despite private suppliers separately transporting hundreds more cylinders in recent reports; these are almost certainly different tracking channels, not a contradiction.
12 RRN FIELD RESPONSE
- Dhunche warehouse restocking. RRN’s Dhunche warehouse will be restocked with additional relief supplies on Saturday morning (19 September), replenishing stock ahead of the coming distribution round.
- Weekend distributions. Building on this restock, RRN plans to carry out relief distributions over the weekend (19–20 September), continuing the work of the field team already in Rasuwa alongside the team led by Er. Nirajan Pokharel that reached the district on 16 September.
- PFA activities continuing. A RRN team accompanied by a trained psychological counsellor has travelled to Nuwakot district today. They have conducted a group session for 150 students and a separate session for 15 teachers at Chandeshwori Secondary School, Bidur Municipality-7, Tupche, Nuwakot, and more Psychological First Aid sessions are planned at additional schools and holding centres in the coming days.
